HEO Change to U15 Draft
HEO Memo: On March 6th, 2023, the HEO Board of Directors passed 6.58 – HEO League Player Entry Draft Policy. This policy was enacted as the requirement for the U15 draft no longer exists with the addition of the U16 AAA division. Fifteen (15) year old players will now tryout and play for U16 teams within their geographical boundaries.

The following points are to be followed by all HEO Junior Leagues.

 a) Only Players who are eligible to Register (Active Roster) and Compete at the Junior Level can be
drafted by any HEO League.
 b) A players draft eligibility begins at the completion of the players U16 season.
 c) Fourteen (14) year old players cannot be drafted for the sole purpose of adding the player to a team’s
affiliation list as a Fifteen (15) year old.
 d) Only HEO Residents are eligible to be drafted to HEO Junior Teams.

If a Junior League proceeds with a U15 draft, players are under no obligation to report to the Drafting team, nor can the team direct them on where they can play or affiliate.

HEO is aware of the CCHL’s website post and has reminded CCHL teams of their obligation under HEO’s By-Laws to comply with Hockey Canada and HEO policies, given that the CCHL is a member of HEO.
